The Empire of Arcadiam is a massive, environmentally stunning nation, ruled by Jacques Killoran with an iron fist, and remarkable for its compulsory military service, punitive income tax rates, and restrictive gun laws. The hard-nosed, cynical population of 1.394 billion Arcadians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The nation's generous tax credits have brought all the film studios to the yard, genocide is seen as a topic best avoided in history lessons, producers insist that movie stars wear crash helmets in every scene, and a light facial coating of soot is seen as the mark of an honest and hardworking man. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Arcadiam's national animal is the Scholar Owl, which soars majestically through the nation's famously clear skies, and its national religion is Nonarcanum.
